<p>This ICP also marks the last for which Ms. Gabriele Goettsche-Wanli will serve as Secretary, as she will be moving to another Division within the Office of Legal Affairs… All those who came through the Division will know what a huge loss this is to the Programme.</p>

<p>On May22, 2010, the full day of alumni activities session had been conducted. There were several games activities that aimed to enhance the capacity of alumni in conducting teamwork and dealing with the negotiation situations. <strong></strong></p>
<p><strong>Knowing your team members:</strong> The game activities were started with the observation of team member’s responsive actions and then followed by game of setting row by their birthdays without speaking. This game needed the observing skills and finally they knew friends’ birthdays and their signs of zodiacs together with the explaining personality characteristic of each zodiac. Another game was “telling and listening your partner’s story”. In this game the alumni paired with partner to telling story of the given topics concerning their lives while their partner alumni had to listening intentionally and then responded e.g. who is their best idol, what is their most fear, how can release their stress from work, what was the most impress from the IOI meeting. The group had to circulate to see their new partners so that it allowed alumni to know more about their friends.</p>
<p><strong>Knowing yourself:</strong> The psychological test was conducted by the paper test. Through this testing, the alumni discovered their personal social styles, which they were categorized into three social styles including the analytical people which have the major characteristic of logical, thorough, serious, systematic and prudent, Amiable people who have the major characteristics of supportive, cooperative, diplomatic and patient loyal and the Expressive people who have the characteristic of outgoing, enthusiastic, persuasive fun-loving and spontaneous.</p>
<p><strong>Teamwork: </strong>The fourth game was the team working which the alumni separated into two groups of five. Each group formed their team work by A (leader) B (coordinator) and C D E (supporters). They all had the paper containing symbols in their hands and without talking, A had to answer what was the common symbol of all people in their team. The game allowed B to communicate by writing with A and C D E but not allowed communication among others. This game supposed to be teamwork that required the right information, organizing information, responsibility, trust, and confirmation before the decision making taking place. The negotiation game is also one more teamwork game. The two teams had to negotiate in the given topic. This game allowed them not only to learn the negotiation techniques but also to work as a team in different roles such as information support, consultation and decision making.</p>
<p>Apart from the productive matter that alumni have perceived from this section, it has crucially strengthened the sense of team and friendship among them.</p>

		<title>IOI meeting: Group discussion on the principle of Fisheries Management Issues in the Caribbean Sea Region</title>

			<content:encoded><![CDATA[<p style="text-align: justify;">The most challenge for this region is the Illegal Unregulated and Unreported (IUU) Fishing. The group member agreed that one of the weaknesses is the minimized penalties and it is very low when compare to the profit that the fisher can take from breaking regulations. The Caribbean countries have to urge to adopt or sign the Port State Measure Agreement and the Monitoring, Control and Surveillance Approach (MCS) and the enforcement of the regulation has to be improved. The national fisheries plan and policy have to be prioritized and harmonized in the Region. The strengthening of the cooperation and commitment has to be enhanced especially in term of sharing data, enhancing institutional capacity including human resources, technological resources and financial resources. However, in this issue, it may need the assistance from the developed countries with respect actual requirements of the received countries in the Region. The Precautionary Approach was mentioned to be implemented the open access has to be replaced by the limited access fishing right. Lastly, the climate change issued has to be addressed and investigated so that the actual impact of climate change on the fisheries ecosystem can be identified.</p>
<p style="text-align: justify;">The group also discussed the strength of the Caribbean countries for the further fisheries management including the capacity of human that are ready to be enhanced or improved, the knowledge of the fisheries resources and using it in the best ways, most of required principles are recognized, they needs effectiveness implementation, thought.  There are several formal institutions that have capacity for the better coordination of the regional countries including ACS, CRFM and OSPESCA.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">In the last day of the IOI session, Francois Bailet, the supervisor of the UN-Nippon fellowship programme, introduced the Oceans and Law of the Sea, Divisions of Ocean Affairs and Law of the Sea and the UN-Nippon Fellowship Programme to the participant of the IOI meeting including the website of them for accessing more information. After then, alumni had opportunity to share and introduced their experience, field of works and the issues concerning the law of the sea and the ocean governance in their countries. For example, Cecilia presented the fisheries and ocean governance structure in Chile. Bryslie from Guatemala presented “the process to harmonize the Central America’s Legislation”. Laverne from Saint   Lucia presented the topic of “Towards Results-based Integrated Coastal Governance: Planning for Evaluation and Use of Indicators”. Miriam presented “the ocean governance in Peru”. Tatiana presented “Tools for the management of coastal and maritime territory in Columbia”. Andrei and Uira from Brazil presented “Ocean Governance in Brazil” and “Environmental Licensing as an Instrument for Ocean Governance in Brazil”, respectively and Sampan presented “the fisheries resources management in Thailand”. Their presentations were benefit and were widely interested among participants of the same or different interests. So, it was a fruitful presentation and discussion session.</p>
<p style="text-align: justify;">In the last session of IOI meeting, the sub-groups discussion were formulated by dividing into six principles including the Polluter Pays Approach, Fisheries Management in the Caribbean Sea, Maritime Boundary and Delimitation, Conservation and Ocean Environmental Protection, Public Participation and Precautionary Approach. The alumni involved discussion in depth of each topic of their concern. They not only engaged the discussion but also worked as a facilitator in each group which was a good opportunity of creating a good relationship with participants and key resource persons from the various countries of the LA-Caribbean region. The rap up and round table was full of productive, creative and responsive environment.</p>

			<content:encoded><![CDATA[<p>On the forth day of the meeting, the importance of delimitation of Exclusive Economic Zone and continental shelf in Territorial sea EEZ was presented in parallel with the view of its impact and because both EEZ and shelf boundaries are both to be delimited by the agreement and by the basis of international law in order to achieve the equitability of ocean governance. In a consequence, there is current tendency in the delimitation in single maritime boundary. There are some crucial cases in the Caribbean region concerning the delimitation process that were taken for consideration and discussion e.g. Guyana-Suriname Arbitration, Barbados-Trinidad Arbitration. The rules and competing factors were examined and widely discussed. The topic was concluded that the delimitation may be varied only if clearly justified by a special relevant circumstance.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">The informal meeting of the alumni was held in the evening of May20, 2010. The face to face conversation was very enthusiastically conducted the alumni. As so far the alumni have agreed to produce the special issue of newsletter for this meeting, agreed and volunteer to contribute their budget to maintain the alumni website and agreed to have the category of LA-Caribbean in alumni website. In addition, some of doable activities concerning the strengthening and expanding the alumni network have been raised and in the hands of the alumni and need more precipitation of the ideas which the full meeting to this issue will be held on Saturday May22, 2010.</p>
<p style="text-align: justify;"><span id="more-263"></span></p>
<p style="text-align: justify;">The Third days of the LA-Caribbean meeting was productively contained the topics of the Environmental and Social impact Assessment (EIA), the implementation of principled Ocean Government in the Wider Caribbean and the Conservation/Environmental Protection. In each topic the discussion and participation of participant were highly engaged with the important point; for example, there were wide discussion on the hierarchy of social assessment that if it is contain in the EIA and the political issue that inherent in the system of EIA and etc. The participants exercised their understanding on EIA through the group activity on negotiation activities base on their given roles of different stakeholders on the given projects implementation. For the ocean governance in Caribbean, the issues of environment and living resources exploitation were raised with the discussion in the degree of effectiveness of regulation and implementation. For the up coming days the major issues will be the Multilateral Agreement on biodiversity Diversity focusing on the impact on Caribbean Judicial decision making, the legal aspect of maritime boundary delimitation, maritime boundary and IUU fishing.</p>

<p>In preparation, your Alumni Rep has asked for input on issues which you would like to be discussed at the meeting, or simply brought to the attention of the Alumni attending. It will also be necessary for the three committees to report through their coordinators, namely the web, outreach and news letter coordinators. We have set aside some time for the Alumni Rep to provide these briefs on their behalf and trust that they will cooperate.</p>
<p>We count on the Asia-Pacific Region Alumni to contribute their ideas and experiences as they have already benefited from the process last year in Tokyo &#8211; But no Alumni is off the hook!</p>

<p>The first question, and perhaps the simplest one to address, is if we need to have three websites: the official programme site, the alumni blog (this site) and the news group (Yahoo Group)? While it is obvious we need the official programme site, the question arises as to if we can merge the blog and the news group?</p>
<p>In order to get the discussion going, we have created a pool which you can take on the news group site (<a title="pool on the news groop" href="http://groups.yahoo.com/group/un_nippon/polls" target="_blank">here</a>).</p>
