Dr. ANSY MATHEW N. P. India Dr. Ansy Mathew N. P. is Senior Technical Assistant (Fisheries) in the Department of Animal Husbandry, Dairying and Fisheries, Ministry of Agriculture, Government of India, New Delhi, India. Dr. Ansy obtained his Doctor of Philosophy (Ph.D.) in Fish and Fisheries Science (Mariculture) from Central Institute of Fisheries Education (CIFE), Mumbai, India. His current responsibilities are International Cooperation in Fisheries which inter alia includes matters related to marine fisheries development, Code of Conduct for Responsible Fisheries (CCRF), International Plan of Action (IPOA), relating to fishing capacity, sharks, sea birds and Illegal, Unreported and Unregulated (IUU) fishing, matters relating to Bay of Bengal Programme-Inter Governmental Organization (BOBP-IGO), project relating to Bay of Bengal Large Marine Ecosystem (BOBLME) which is yet to be commissioned and Indian Ocean Tuna Commission (IOTC) and its resolutions on conservation and management on tuna resources and matters relating to sectoral study in Marine fisheries in India through World Bank etc. He has twenty publications. The Division for Ocean Affairs and the Law of the Sea (DOALOS), Office of Legal Affairs of the United Nations, New York, United States of America (Dr. Francois Bailet) Research Abstract Marine fisheries conservation and management in India Certain fish stocks in India are depleted and the Marine Fishing Regulation Act of the Federal Governments and the Maritime Zones of India (Regulation of fishing by foreign vessels), Act, 1981 need amendments so as to be in tune with the Code of Conduct for Responsible Fisheries (CCRF) and other legal instruments. India has only acceded to the 1995 UN Fish Stock Agreement and yet to accede the 1993 FAO Compliance Agreement. CCRF have been disseminated to the end users though translations etc. to the regional languages of India. Considering all these aspects, a marine fisheries management model for fishery resources in the Exclusive Economic Zone (EEZ) of India which includes depleted stocks, is formulated based on the legal instruments, CCRF, including the National Plan of Action (NPOA) for fishing capacity, sharks, sea birds and Illegal, Unreported and Unregulated (IUU) Fishing.
