François Napoléon Bailet, BSc (Environmental Sciences), Diplôme d'Étude Approfondies - DEA (Law and Economics of Development) and PhD (International Public Law) served as the late Elisabeth Mann Borgese’s Special Assistant until her passing in 2002, after which he was appointed Deputy Executive Director of the International Ocean Institute Network (IOI), then Expert Advisor in Ocean Governance to the IOI, and now serves as Honorary Adviser to the President of IOI. In August of 2004, he assumed his current post at the United Nations within the Division for Ocean Affairs and the Law of the Sea, Office of Legal Affairs of the United Nations. While with the IOI, Dr. Bailet focused on capacity development and academic education, and the development/implementation of ocean law and policy frameworks at all levels of governance. In doing so, he represented the organization within numerous international, regional and national ocean law and policy processes, including the WSSD prep-coms and Summit, the Pacific Islands Regional Ocean Policy (PIROP) process, the United Nations meetings of State Parties to the Law of the Sea Convention (SPLOS) and the General Assembly’s Open-Ended Informal Consultative Process on Oceans and the Law of the Sea (ICP or UNICPOLOS). He has also served as a guest lecturer and speaker for numerous international conferences, academic courses and capacity development programmes world-wide. Dr. Bailet is a founding Advisory Committee member of the Global Forum on Ocean Costs and Islands, and has served on several Board of Directors and advisory bodies. Dr. Bailet established the United Nations – Nippon Fellowship Programme, and currently oversees its implementation and serves as academic co-supervisor to all Fellows.
