About Cecilia Engler
Mrs. Engler graduated from the Law School of the Universidad de Concepción, Chile, in 1995, and obtained the habilitation to the bar from the Supreme Court in 1998. Between 1998 and 2000 she worked for the Chilean National Fisheries Service, ensuring compliance and enforcement of fisheries regulations. Between 2000 and 2008, she worked as a Legal Counsel at the Subsecretariat for Fisheries, the Chilean agency responsible for policy and rule making for both fisheries and aquaculture activities. She finished a Masters of Laws at the Schulich School of Law, Dalhousie University, Nova Scotia, Canada, in 2010. Her thesis, entitled "Allocation of Fishing Opportunities in Regional Fisheries Management Organizations: A Legal Analysis in the Light of Equity", was awarded Canada's Governor's General Gold Medal in 2010. Currently she is a PhD Student (Law) in the Schulich School of Law. Her areas of interest include international law for the conservation and management of marine resources, ecosystem approach to oceans management, species at risk, and aquaculture.
