About Jean-Claude Tibe
Mr. TIBE is a graduate of University of Quebec at Rimouski (CANADA) where he obtained successively Specialized Studies Diploma (DESS) in Management of marine resources and a Master of sciences (M.Sc.) in Management of marine resources through two scholarships, one of the Canadian International Development Agency (CIDA) and another of the Francophonie. It is also graduated from the Ecole Nationale d'Administration (ENA) and holds a Bachelor (LLB) and a Masters (LLM) in Law from the Faculty of Legal Sciences of the National University Felix Houphouet Boigny.
His research interests focus on the Law of the Sea, Maritime Law, Integrated Coastal Zone Management, Governance Oceans, Protection and Preservation of Marine Biodiversity.
Since 2000, Mr. TIBE has held several positions at the Directorate General for Maritime Affairs and Port (Ministry of Transport) including the Head Office marine environment protection, Head of Environment Department, Inspector responsible for the protection and preservation of the marine environment. In January 2014, he was appointed to the position of Assistant Director of Maritime Transport, River-Lagoons and Pleasure, a position he currently hold before his departure for the United Nations – The Nippon Foundation of Japan Fellowship Programme.
Besides his public duties, Mr. TIBE teaches at the Regional Academy of Science and Technology of the Sea (ARSTM) and the Higher Maritime School (ESM) the International Trade, the Law of the Sea, the Law maritime, the maritime economy and finally Pollution and marine environment.
