Mr. Hoque, a member of Bangladesh Foreign Service, did his Post Graduation in Physics from Dhaka University in 1999. He joined the Foreign Service as an Assistant Secretary in 2003. In 2005 he was selected for the UN-Nippon Foundation Fellowship Program from Bangladesh to work on the topic "The Legal and Scientific Assessment of Bangladesh's Baseline in the context of Article 76 of UNCLOS". In the first phase of the program he worked under Dr. Ronan J. Long, Professor at the National University of Ireland, Galway. After completion of the fellowship he joined in the UNCLOS Wing of Ministry of Foreign Affairs of Bangladesh to work on delimitation of maritime boundaries of Bangladesh. He is currently serving as a Counsellor at the Embassy of Bangladesh in Washington, D.C.
